Officers ran the tag through the National Crime Information Center and discovered it was the stolen vehicle, Raby said.

They then approached the vehicle and asked the driver and passenger to step out so a pat down could be conducted for officer safety.

While searching the passenger, identified as 56-year-old Kirk Richard Spell, of Dequincy, La., officers found a bag with a white crystal like substance believed to be methamphetamine and another bag containing a green leafy substance believed to be marijuana in his pocket, Raby said.

During a search of the vehicle, officers found more of a green leafy substance suspected to be marijuana on the center console.

The driver was identified as 43-year-old Scott Brandon Lowe, of Colfax, La. Raby said Lowe was arrested for possession of marijuana in a motor vehicle and possession of stolen property. Spell was arrested for possession of a controlled substance, possession of marijuana in a motor vehicle and possession of stolen property, Raby said.

After they were arrested the suspects were booked into the Pearl River County correctional facility, Raby said.
