Mississippi county settles Ohio man’s suit

A Mississippi county has settled a federal lawsuit with an Ohio man who was left strapped in a restraint chair for about eight hours at the local jail.

The settlement terms have not been disclosed.

Kasey Alves of Dayton was arrested in January 2006 by Biloxi police for public drunkenness, trespassing and disorderly conduct.

According to a court record, a jail video showed corrections officers slamming Alves to the floor while he was handcuffed. He was punched, pepper-sprayed and strapped in a restraint chair.

Alves said he was deprived of water and medical treatment. After his release from jail he was diagnosed with kidney failure and was treated with dialysis.

Alves had sought $15 million in damages from Harrison County, Miss.
