Two Gulf Coast men have been accused of failing to make repairs to homes damaged by Hurricane Katrina and doing business without a state license.

Attorney General Jim Hood said Monday that Anthony Ross Morgan, 46, of D’Iberville, has been charged with two counts of felony home repair fraud and two misdemeanor counts of contracting without a state license.

Hood said Paul Lee Warren, 39, of Gulfport, has been charged with two misdemeanor counts of contracting without a state license.

Hood said bond was set Friday in Harrison County Justice Court at $22,000 for Morgan and $2,000 for Warren.

Hood said the charges came after an investigation of complaints filed by two Biloxi residents.

He said Morgan and Warren were doing business as Church of Christ Construction, but were not licensed by the State Board of Contractors.

Hood said Morgan allegedly billed the Biloxi homeowners for work that was not done or not completed.
