The Poplarville Board of Aldermen passed a motion to accept proposals about repealing three sections of the animal control ordinance during Tuesday’s meeting. The three sections of the ordinance the Board wants to repeal entail the prohibition of selling chickens and ducklings under eight weeks in quantities less than 10 to one person, prohibiting inducing animals to perform by using mechanical, electrical, or chemical devices and prohibiting giving animals as prizes in competitions.

The written changes to the animal control procedure ordinance will be available for public review at City Hall for the next two weeks before the Board decides whether to approve those changes at the next meeting. If the Board passes the changes, it will be another 30 days before those changes go into effect.

The Board wants to repeal the three sections from the ordinance before the county fair in September.

The Board also proposed including a waiver to the ordinance so residents can make that request. That amendment will also be available for review at City Hall for the next two weeks.

In other business, the Board heard from Carol Phares, Director of the Pearl River County Library System, that the Poplarville Library is receiving more visitors, more book checkouts and more participation in the children’s reading program. Phares said the library system is taking the first steps to provide e-content through Hoopla—an online platform to download movies, ebooks, audio books and television shows—after the Library commission brokered a deal with Hoopla. Phares requested $1,000 more in funds for the Poplarville Library from Poplarville than the $24,000 the city typically provides in a fiscal year.

In other business, the Board:

—Approved the claims docket of $33,480

—Approved payroll expenditures in the amount of $116,896 incurred during the month of June.

—Acknowledged the receipt of minutes from a Planning Commission Meeting held June 27.

—Set a special meeting on July 30 at 5 p.m. in City Hall to discuss additional sites to recommend for drainage repair and improvements and to vote on the animal control ordinance.

The Board will meet for a special session to review and discuss the budget for the 2020 fiscal year on Monday, July 22, at 5 p.m. in City Hall. The next regular Board meeting will be Tuesday, August 6, at 5 p.m. in the Poplarville City Hall.
