A special election to fill the vacant seat of District II Supervisor Joyce Culpepper will be held on November 4, said Circuit Clerk Vickie Hariel.

The special election will coincide with the next general election, which will be held on Nov. 4.

Any candidate wishing to run for this office has to submit a petition with 15 signatures of registered voters in that district before the 60-day deadline, Hariel said.

She said the 60-day deadline is Sept. 5, 2014.

Election Commissioner Chairman Reggie Hanberry said the special election will be for District II voters only. Voters in that district will see a special section on the ballot with the list of candidates so that residents in that district can vote for a new supervisor.

Hanberry said the person elected as District II Supervisor will fulfill Culpepper’s remaining term until the November 2016 election.

If the candidate elected in November 2014 would like to seek another term, they will have to run for election in November 2015 for a regular four-year term, Hanberry said.

State law requires any vacancy that occurs with more than a year left in the term to be filled via a special election, Hanberry said.

On Monday, the Board of Supervisors appointed Culpepper’s daughter, Michelle Carr as interim supervisor until a special election can be held.

Several supervisors said it was Culpepper’s wish for her daughter to continue her term.

A new supervisor was required after Culpepper passed away on May 1.

Culpepper was appointed as interim District II Supervisor before being elected for a full four-year term following the death of her husband and former supervisors, Charles Culpepper.
