TROPICAL WEATHER — Tropical Storm Richard was at 16.2N, 80.4W Thursday morning and moving southeast at 6 mph with winds of 40 mph and a gradual turn toward the south, southwest and west is expected over the next 48 hours. Richard could become a hurricane over the weekend. A broad low pressure system was about 350 miles south-southeast of the Cape Verde Islands Thursday morning. Even though this area historically is not favorable for tropical cyclone formation in late October, it is showing some signs of organization and environmental conditions are marginally conducive for some additional development during the next 48 hours as it moves west-northwest or northwest at 10-15 mph. The system has about a 10 percent chance of becoming a tropical cyclone during the next 48 hours.
