A graduation party went sour when officers pulled over a guest who had just arrived and charged him with speeding.

The incident took place Sunday at about 7 p.m. at 1506 E. Canal St., the home of Katrina Bogan.

Police reports state an officer pulled over Carlos Keyes for speeding at about 7:30 that night. The report states he was going 50 miles per hour in a 35 miles per hour zone. He was found to be in possession of an open beer and to have a probation warrant on file. He was charged with all three offenses.

The homeowner, 44 year-old Katrina Bogan, said she and some of her guests went to see what was going on as the officer worked the traffic stop. When one person asked her what was going on, she said that Keyes was being pulled over for some “bull____”.

She said she then heard an officer say “You’re going to jail,” but was not certain whom the officer was talking to. Bogan said the manner in which officers were handling Keyes was improper so she went to call the department to ask them to send “mature” officers.

Bogan said after she entered the house to place the call, officers kicked in her door without knocking or announcing themselves and took her into custody. That is when some violence between party guests and officers took place, Bogan said.

She described incidents in which officers handled guests roughly and guests who fought with officers.

Arrest reports state that Bogan was charged with public profanity and resisting arrest by fleeing. Party guest Anthony Guy was charged with resisting arrest by fighting, simple assault on a police officer and two counts of disorderly conduct when, according to Bogan, Guy knocked two officers off of his girlfriend. Bogan said the two officers were holding Guy’s girlfriend by her neck when she acted hysterically at the sight of Bogan being arrested. Guy attacked the two officers upon witnessing his girlfriend handled in what he believed was improper manner by the officers, Bogan said. Guy was then tackled by three more officers, Bogan said.

Seventeen year-old Sikia Bailey was arrested for simple assault on a police officer, which is a felony charge, when she reportedly jumped on the officers arresting Guy. Bogan said Bailiey is Guy’s daughter.

Bogan said Mace was discharged during the incident and that children were present, however, no one at the party suffered major injuries.

Public Information Officer Capt. Theresa Milar said the department has no comment on the claims made by Bogan. Milar said the department has referred the felony charges, assault on a police officer, to the District Attorney’s office. Fifteenth District Attorney Hal Kittrell said he has been notified of the felony charges being sent to his office, but has not seen them yet. He said his office will review the reports to determine if the evidence will be presented to the grand jury.

Bogan said she has not filed charges against the officers for the night’s events, but plans to.

“Yes, I’m going to file charges for what they done to me,” Bogan said.
