Pearl River County Emergency Management Agency director Bobby Strahan told the Pearl River County Board of Supervisors that a letter needed to be signed by board president Bettye Stockstill to secure $300,000 for a large generator sub-grant.

County Administrator Adrain Lumpkin said the sub-grant is part of a 100 percent grant of $1.4 million. Two important generators listed in the grant are one powerful enough to run the hospital in Poplarville and another generator for the county jail. Lumpkin said the hospital and the jail were two of the biggest problem areas during and after Katrina.

Strahan said the grant also will provide generators for the water treatment plants in Poplarville and Picayune.

Lumpkin said phase two of the grant would provide generators to keep a lot of the water and sewage plant substations online.

Stockstill signed the letter to secure the sub-grant.

The board also accepted the second quarterly franchise fee payment from Charter Communications. District IV Supervisor Robert Thigpen said he wanted to emphasize the fact that the board is not paying the cable company for the franchise agreement. Thigpen said he had received a call from a concerned citizen who had heard that the board paid Charter Communications for the franchise agreement, and that is not the case. Charter makes quarterly payments to the board in order to hold the franchise for the county.

Harold Holmes presented the board with a request from Max Muller to subdivide a parcel of land on an existing easement of access. Holmes said Muller is refinancing part of the land, but wishes to keep part of the land free and clear, and wants the subdivision so he can legally do so.

Sandra Morrison of the Gulf Coast Women’s Center for Nonviolence informed the board of the projects and programs available to battered women in the county. Morrison said the center provides shelter and outreach programs, as well a traveling program for survivors of homicides and a legal clinic for victims of domestic violence. The center also provides workers who go into school systems to make presentations. She said the center also is working on a program for batterers. Morrison said the group is trying to make arrangements to come into the county to hold a county meeting.

District I Supervisor Anthony Hales asked if the center provided any services for men, and Morrison said they provide all services to men and women except for shelter services.

The board approved the docket with a change to include payment to Hensley Lee for work already completed on the Pearl River County School Superintendent’s office in Carriere and a change to authorize payment to Skycasters for the satellite program.

Lumpkin said the satellite program will provide more reliable Internet, satellite and telephone services in the event of another hurricane or natural disaster that may take out other forms of communication. Lumpkin said Skycasters is requiring payment before they will activate the system, but once the payment is made, the system will be up and running. The satellite system will service the county and the cities of Picayune and Poplarville, Lumpkin said.

The board accepted invoices from Pearl River Paving Company totaling $95,043.44 for FEMA-funded work done on bridges and from Huey Stockstill totaling $100,817.48 for FEMA-funded road repairs.

In other business, the board:

— Accepted proof of publications of the county maturing 2007 taxes and the real and personal property assessment rolls open to public view.

— Authorized president to execute amendment to joint funding agreement for the lake project at Millard.

The board recessed until 9 a.m. Wednesday 15, for the budget workshop. The next board meeting is at 9 a.m. Monday, Aug. 20.
