At 6:22 p.m. Saturday, officers responded to a call regarding an unknown suspect firing a weapon from the porch of a residence on Richards Street, Assistant to the Chief of Police Jeremy Magri said.
The suspect was described as a male, wearing a red hat, black jacket and red shoes, he said.
Upon arrival, the suspect was found sitting on the porch, Magri said.
“The officer exited his vehicle and asked the suspect to approach his patrol car and place his hands on the vehicle,” he said.
The officer conducted a pat down and located in the suspect’s pocket a plastic bag containing a green leafy substance appearing to be marijuana, Magri said.
“When the suspect was asked to provide his Identification and was questioned, he became extremely nervous and sweaty,” he said.
The officer ran his information through the National Crime Information Center (NCIC) database and nothing came back with the information he was given, Magri said.
“At this time, a second officer arrived on the scene that knew the suspect and identified him as Rumeal J. “Squirt” Foster, 23, 2301 Morris St.,” Magri said.
Foster was taken into custody for giving false information to a police officer and possession of controlled substance.
“A more thorough search was conducted on Foster and officers located a small, .25 caliber hand gun that was loaded in his jacket pocket,” Magri said. Foster was then charged with possession of a concealed weapon, discharging a firearm within city limits, Magri said.
Upon checking NCIC with the correct information, officers discovered that he was a convicted felon and Foster was additionally charged with possession of a firearm by a convicted felon, Magri said.
